Luis Lamb was educated at Imperial College London, PhD in Computer Science and at the MIT Sloan Fellows MBA Program (2023). Lamb is a specialist in large-scale research and innovation strategy, AI in business, entrepreneurship, and sustainability. He also studied the business-government relationship in the USA at Harvard.

Lamb led large-scale digital and innovation strategies at the intersection of academia, corporations, and government. As former Secretary of Innovation, Science and Technology of the State of Rio Grande do Sul, Brazil (2019-2022), he planned and implemented the State’s Regional Innovation Program, involving over 100 cities.

During the COVID19 pandemic, he managed the state’s scientific and data committees that advised government decisions. As a result of the policies implemented, the state was ranked #1 in innovation in Brazil in 2021 and 2022 by the Center for Public Leadership (CLP).

As university VP of research at UFRGS Federal University, he secured the largest-ever grant for research internationalization as co-PI, build new industrial liaison projects, and led an alliance for innovation that helped transform the state capital into an innovation hub.

Lamb has spoken and consulted widely on innovation, digital transformation, and AI in public debates, including the AI Debate #2 with Nobel Prize Winner Daniel Kahneman, AI author Gary Marcus, and machine learning pioneer Yoshua Bengio. He has consulted on AI for technology companies, government, NGOs, and universities, including invited talks at IBM, Samsung, Americanas, MIT, Rice University, City University of London.

Currently, Lamb plays a key role in managing technology and industry leaders from several countries as the co-chair of Cities and Towns committee of the IEEE Planet Positive 2030, a global project on the applications of information technology, AI, and urban technologies for a sustainable planet.

Lamb has also contributed with research data and research results to the Stanford’s HAI – Human Centered AI Institute’s AI Index Report in 2019 and 2021 on ethics in AI research. He is the author or co-author of two books and over 100 articles on technology, innovation, and AI.
